When I hear a word “gambling” I always imagine those incredibly big casinos somewhere in Las Vegas, all shining in the colors of the world, with plenty of automats and card tables. I imagine lot of people, all trembling from the whole excitement. Win or not to win? That is the most important question when you are real gambler. Of course, the bare fact that you are in the casino is not the evidence you are a gambler, but you at least have very close to it. Many of casino visitors are just trying to make their day unusual and remarkable. They are there just like some kind of tourists who want to see what only movies can show – the place which smells of money! and rich people. Even though I was never lured so much by this view, I have to admit I would like to visit such a place. Not for game or winning money, just for feeling that atmosphere. Of course, the real and “unhealthy” gambling has anything else than atmosphere. Gambling can have adverse social consequences which I don’t have to talk about. While casinos are strictly monitored and so the gamblers can be easily uncovered, on the internet it is bigger problem. There are incredible numbers of online casinos where you can play casino games such as roulette, blackjack, or pachinko comfortably from your living room. No one can see you, and what is worse, no one can actually arrest you. The Internet gambling ban which should regulate activities of various financial institutions was delayed. The new rules which were to take effect on December 1 would be delayed until June 1, 2010. These new rules should prohibit accepting payments from credit cards, checks or ! electronic fund transfers, but as the financial industry compl! ained th at the new rules are not defining clearly what the Internet gambling is, the ban had to be postponed. I hardly doubt the situation is going to be better on June 1 next year, but who knows? Maybe all the online casinos will be shut down once and for all!

Ide o trochu prekvapujúci vývoj, že miera znečistenia atmosféry skleníkovými plynmi stúpa i v čase svetovej krízy. V takom období tieto čísla väčšinou klesajú. Avšak nie tentoraz. Podľa najnovšej štúdie vzrástlo znečistenie oxidom uhličitým v minulom roku o dve percentá a človek nemusí dvakrát hádať, ktorá krajina prispela najväčším dielom. Je to tak, rozmáhajúci sa ázijský tiger Čína. „Nárast emisií od roku 2000 sa dá pripísať z n! ajväčšej časti ekonomickému rastu Číny,“ hovorí autorka štúdie Corinne LeQuereová z University of East Anglia v anglickom Norwich. „Ide o Čínu, Indiu a všetky rozvojové krajiny.“ Od roku 2000 vzrástli emisie oxidu uhličitého ročne o viac než tri percentá, v deväťdesiatych rokoch to bolo o len o 1,1 percenta ročne. Nad časťou Ázie sa rozprestiera vrstva znečistenia, takzvaný hnedý ázijský mrak. Negatívny dopad má v prvom rade na zdravie. Podľa prieskumu z roku 2002 zomrú v Indii ročne na komplikácie spojené s týmto hnedým mrakom približne dva milióny ľudí. Dopad má taktiež na počasie. Napriek tomu, najväčším producentom skleníkových plynov na osobu naďalej zostávajú Spojené! ; štáty. Čo sa týka celkovej produkcie oxi! du uhli& #269;itého je na druhom mieste. It is bit of a surprising development that pollution has risen in the time of recession. Usually when such an economic collapse occurs these numbers are going down. Not this time, however. Carbon dioxide pollution has increased by two percent last year according to the latest study and you don´t need to guess twice to figure out which country contributed the most to such a result. Oh, yeah, it is the boosting Asian tiger of China. "The growth in emissions since 2000 is almost entirely driven by the growth in China," said study lead author Corinne Le Quere of the University of East Anglia. "It's China and India and all the developing countries together." Since 2000 CO2! emissions have jumped more than three percent annually, during the 90s it was only 1.1 percent. Asia is partly covered by a layer of air pollution that is called Asian brown cloud. Naturally, the major impact is on health. According to study from 2002 two million people die in India every year due to illnesses inflicted by the cloud. Also weather patterns are affected as a result. However, the US still remain the biggest producer of man-made greenhouse gases per capita. When it comes to the overall production of carbon dioxide it is second. Next on the list are India, Russia, Japan, and Germany. "Basically these numbers are screaming out at decision makers that whatever they are doing now is not working," said University of Victoria climate scientist Andrew Weaver. The next step for world leaders in this case is UN conference scheduled for December that will focus on reducing carbon emissions. US President Barrack Obama stated that he aims at something "that has immediate ! operational effect." Therefore he will support quite radical p! roposal by Danish Prime Minister Lars Loekke Rasmussen, who is hosting the conference in Copenhagen.

Totusi, pe 7 decembrie reprezentantii a 192 natiuni se vor intalni la Copenhaga pentru o conferinta privind schimbarile climatice, care este trebuia sa se incheie pe 18 decembrie cu un acord. Prognosticul in ceea ce priveste rez! ultatul conferintei nu este unul favorabil, dar domnul presedi! nte are o aparitie teatricala asigurand ca nu va renunta, pana cand nu se va face ceva. Ce anume se va face de fapt, nimeni nu stie si nimeni nu are asteptari mari ca tot ceea ce Barack Obama a promis nu a fost niciodata indeplinit. Mister President you never fail to amaze the public. Either through a dashing appearance and a patriotic speech or through some measures you take. After the health care bill failed and there was a huge controversy upon the matter, Barack Obama and his staff came up with a great idea to spend money on medical research. If the budget is so tight and they cannot afford any other irrational investment like people’s health, how come they had the money for the research centre? This is just one of the many mysteries surrounding US president who believes that Americans are indeed the most generous people on the planet as! they even make donations to cover for the huge debt that US administrations managed to acquire after President Jackson strived to get to 0. Now, Obama expects from the people that cannot afford even to go to a doctor, to accept the investment in a climate program that will help poor nations to reduce emissions, to come up with a plan against deforestation. Laudable as it might be, Obama’s initiative is futile as USA and China are the world’s heaviest polluters and they both confront with the economic recession. Yet, on December the 7th the representatives of 192 nations will meet in Copenhagen for a conference on climate change that is supposed to end on 18 December with an agreement. The forecast for the outcome of the conference is not a favourable one, but Mr President has a theatrical appearance assuring he will not give up until something will be done. What exactly will be done, no one actually knows and no one has high expecta! tions as everything Barack Obama promised was never fulfilled.! Cea mai mare amenintare pe care Pamantul trebuie sa o infrunte este reprezentata de schimbarile climatice. In ultimii 50 de ani temperatura medie a suprafetei Pamantului a crescut in mod dramatic ceea ce a provoacat topirea masiva a zapezii si a ghetii, si o crestere a nivelului marii la nivel global. In cazul in care continua sa creasca in acest ritm, atat existenta umana cat si a altor forme de viata va fi grav ! afectata de fenomene ireversibile si catastrofale. Emisiile de gaze cu efect de sera sunt principalele responsabile pentru incalzirea globala si aceste gaze rezulta din activitatile umane. Sensibilizarea cetatenilor a dus nu numai la infiintarea mai multor organizatii non-guvernamentale care lupta pentru protectia mediului, dar a determinat de asemenea tarile sa numeasca comisii guvernamentale si sa creeze legi legate de mediu. Uniunea Europeana se afla in fruntea eforturilor internationale destinate gasirii de solutii pentru protectia mediului si eforturile sale au fost fructuoase pana in prezent, finalizandu-se cu doua mari tratate care au fost semnate in 1992 si 1997 si al caror rol este de a obliga tarile semnatare in adoptarea de masuri si politici cu scopul reducerii cost-eficienta a emisiilor de gaze cu efect de sera. In acest an, intre 2 si 6 noiembrie, se va intruni la Barcelona grupul de lucru ad hoc privind actiune! a in cooperare pe termen lung, ca o ultima sesiune de negocier! i inaint e de Conferinta Schimbari Climatice ce va avea loc la Copenhaga, Danemarca. De asemenea, se va desfasura si o intrunire a liderilor asiatici si din Pacific, in Singapore intre 14 si 15 noiembrie in vederea abordarii problematicii emisiilor de gaze. SUA ramane din punct de vedere politic tara fruntasa si toate celelalte tari sunt, de obicei influentate de politica sa, facand astfel adoptarea unui proiect de lege al mediului imperios necesara. Cu toate acestea, administratia lui Obama nu reuseste sa fie de acord nici cu privire la proiectul de lege de asistenta medicala, astfel ca exista sanse mici sa abordeze acum probleme precum obiectivele de a reduce emisiile de dioxid de carbon sau fondurile care sa ajute tarile in curs de dezvoltare in a limita eliminarea lor. Cel mai probabil, o alta tara va trebui sa-si asume acest rol pe care SUA nu mai pare a fi capabila sa il ocupe sau in acest an, nu va exista nici o innoire a politicilor de mediu si nu va ! exista nici un alt tratat semnat la Copenhaga in decembrie.

“After me, the deluge” said Louis XV of France showing his indifference for what happens after his death and it is a phrase characteristic for the attitude we adopt towards our planet. Earth is full of wonders and gives mankind everything necessary for an opulent existence. Yet, we exploit its resources avidly until abusing of them and in return through our activities we generate a tremendous pollution which kills our Planet. The biggest threat that Earth has to face is the climate change. In the past 50 years the Earth's average surface temperature has risen dramatically causing widespread melting of snow and ! ice, and an increase in global sea level. If it continues to increase at this rate, mankind and other life forms will be seriously affected by irreversible and catastrophic phenomena. The greenhouse gas emissions are the main responsible for the global warming and these gases result from human activities. People’s awareness led not only to the foundation of multiple non-governmental organizations fighting for the protection of environment, but it also determined countries to appoint governmental committees and create laws related to the environment. The European is at the forefront of international efforts to address the matter and its efforts were fruitful up to now as two major treaties were signed in 1992 and 1997 that are meant to bind countries in adopting measures and policies with the purpose of reducing greenhouse gas emissions cost-effectively. This year from 2 to 6 November the Ad Hoc Working Group on Long! -term Cooperative Action under the Convention will be held in ! Barcelon a as a last session of negotiations before the climate change conference in Copenhagen, Denmark. There will be also a meeting of Asian and Pacific leaders in Singapore between 14 and 15 November tackling the issue of gas emissions. US remains politically the leading country and all the other countries are usually influenced by its policy, thus making the adoption of a climate bill imperiously necessary. However, Obama’s administration fails to agree on the healthcare bill and there are small chances to approach issues like the targets to reduce carbon dioxide emissions or the funds that will help developing countries to limit their discharges. Most probably, another country will have to step up and assume a role that US no longer seems capable to handle or this year, the environmental policies will not be renewed and there will not be any other treaty signed at Copenhagen in December.
